Developer Gregory Packett has presented Warsaw with another mega development project and rezoning request.


The Rhodes Place & Broadus Creek Development is a project proposed for 63 acres that lies between Wallace Street and the Southern States area. Currently, the six parcels proposed for this project are a mixture of R-12, R-1, C-1, and C-2. This request aims to have them all rezoned to R-12.

At the Town Council Meeting this month, town manager Joseph Quesenberry explained the plan includes 321 proposed units including 166 condos or apartments, 85 single-family dwellings, and 68 age-targeted villas. According to the Project Narrative, “while the Density Bonus Provisions provide a range of project densities from 3 to no more than 8 dwelling units per acre, the proposed project has a calculated density of 5.15 units per acre.”


In addition to the housing, there are plans for community elements, such as a pool and clubhouse, a trail and path system, a park, and a bus stop for Bay Transit. Given its placement, the development will have direct access to Rt. 3 and Rt. 360, the Project Narrative notes.

To put this proposed project into context, Quesenberry said there are currently about 900 housing units in Warsaw. “So, it’s big.”

Quesenberry said he thinks it’s a good area of town for development. And he also thinks the Town needs to practice due diligence and think about this project very carefully. Quesenberry said the Town has already requested more information, including elevations and proffer statement.


Warsaw Town Council set a public hearing on that matter for Thursday, Dec. 12, and those involved are supposed to be present to make their case. Warsaw Planning Commission is also slated to be at that meeting.


Vice Mayor Paul Yackel questioned what the expectation is from that meeting. He said he has a lot of questions and a lot of problems with what he’s seen so far. “There’s no way, even after listening, that I’ll be ready to make any kind of decision next month. I can tell you that.”


Quesenberry said, if Town Council gives a general thumbs up to this initial phase, which is a presentation of the overall idea, that gives the developer a green light to make the six-figure investment into an engineering plan, that includes details, such as lines, water and sewer lines, etc. After that, there is another phase that has another public hearing.


Mayor Randy Phelps agreed that there has to be time for due diligence and for the public as to ask their questions. Any action taken after next month’s public hearing is not going to be a final approval by any means, he said.
